While studying Genetic Basis of Variation, a question presented itself in my head: What causes dominance if an allele over another?

If dominance of an allele over another does not occur, what would happen? Would every characteristic become incompletely dominant? What if the allele for red and green eyes are so? Would the eyes become some sick colour? o.0
